The City of Fresno Department of Transportation/FAX (hereinafter (“FAX”) is soliciting proposals from qualified contractors for the monitoring, maintenance and repair services of a City-owned Compressed Natural Gas (CNG) fueling facility located at 2223 G. Street Fresno CA. This request is for a three year contract with possible two 1-year extensions.

The RFP forms and specifications may be obtained from the Office of the Purchasing Manager (phone 559 621-1332) via the City’s web site: www.fresno.gov, Doing Business (at the top of the screen), Bid Opportunities.

Proposal forms, Instructions to Proposers and copies of the plans and/or specifications can also be obtained at the Office of the Purchasing Manager.

Proposals are to be submitted at the Office of the Purchasing Manager of the City of Fresno, 2600 Fresno Street Room 2156 Fresno, CA. 93721 prior to the opening at 3 p.m. on Tuesday, July 10th, 2018, at which time they will be opened and recorded.

All proposals must be made on the proposal forms provided by the Purchasing Manager. A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid Plus Add Alternates) in the form of a certified cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount.  Bid Deposits will be refunded after a Contract has been executed with the successful Bidder or all bids have been rejected. Copies of Bid Deposits may be submitted electronically, with the exception of a cashier’s check, which must be brought to the Purchasing Manager’s office and labeled accordingly with bid number

Although there is no specific goal or requirement to use participation by Disadvantage Business Enterprises (DBE) for this project, The City of Fresno highly encourages the participation of Disadvantaged Business Enterprises (DBE). The City of Fresno encourages all prime Contractors to utilize qualified SBE (Small Business Enterprise) sub-Contractors on the City of Fresno projects, and promotes the direct purchase of goods from qualified SBEs by utilizing SBE/DBE vendors when such vendors are available and the price of the goods or services sought is reasonable.

The Contractor is required to comply with all terms and conditions prescribed for third-party contracts by the U.S. Department of Transportation, Federal Transit Administration (FTA). If FTA requires any change to this Contract to comply with its requirements, both parties agree to amend the Contract as required by FTA. If such changes cause an increase or decrease in the work to be performed by the Contractor or the time for such performance, then the compensation to be paid the Contractor and time of performance shall be equitably adjusted.

A 100 percent Payment and Performance Bond must be filed with the Contract Documents and approved by the City before the Contractor enters upon performance of the Work.

In accordance with Government Code Sections 25123, 25131, and 65854‐65857, this Ordinance, designated as Ordinance No. T‐093-377 shall take effect thirty days after its passage.”

A Mitigated Negative Declaration has been completed for Project Item A pursuant to Section 15070 of CEQA.  A Notice of Intent to adopt a Mitigated Negative Declaration was published on, and mailed to nearby property owners on April 26, 2018.  Recommendation of a proposed Mitigated Negative Declaration does not necessarily mean this project will be approved.  Hard copies and electronic copies of the proposed Mitigated Negative Declaration for this project may be reviewed and/or obtained at the City of Clovis Planning Division, 1033 Fifth Street, Clovis, California, Monday through Friday, between 8:00 a.m. and 3:00 p.m.

Project Item No.’s B and C are in substantial conformance with the environmental analysis performed for the 2014 General Plan Update and 2014 Development Code Update.  No major revisions will be required with the adopted Environmental Impact Report to accommodate the proposed projects, therefore, subject to CEQA Sections 15162, no further environmental review is required for these projects.

All interested parties are invited to comment in writing to the Planning Division by no later than 3:00 p.m. on June 28, 2018, and/or to appear at the hearing described above to present testimony in regard to the above listed requests. On June 11, 2018, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA, 93612, the Clovis City Council adopted an ordinance to amend and change the official zone map of the City of Clovis in accordance with Sections 9.8.020 and 9.86.010 of the Clovis Municipal Code to prezone land located at the northwest corner of Teague and Fowler Avenues and confirming environmental findings.  The purpose of the request is to prezone 9.52 acres from County R-R Zone District to the City R-R Zone District for properties located at the northwest corner of Teague and Fowler Avenues, in the County of Fresno, California.
