SAMUEL AGUILAR-CAMACHO will not be present in court unless he so requests or the court so orders.

2. If a parent of SAMUEL AGUILAR-CAMACHO appears without counsel and are unable to afford counsel, the court must appoint counsel for the parent, unless the parent knowingly and intelligently waives the right to be represented by counsel. The court will not appoint the same counsel to represent SAMUEL AGUILAR-CAMACHO and his parent.

3. The court may appoint either the public defender or private counsel. If private counsel is appointed, he or she will receive reasonable sum for compensation and expenses, the amount of which will be determined by the court. The amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. If, however, the court finds that any of the real parties in interest cannot afford counsel the amounts will be paid by the county.

4. The court may continue the proceeding for not more than 30 days as necessary to appoint counsel and enable counsel to become acquainted with the case.

The Fresno County Board of Supervisors is giving notice that at their regularly scheduled meeting on August 6, 2019 at 9:00 a.m., or as soon thereafter as the matter may be heard, at the Fresno County Hall of Records, Board of Supervisors Chambers, 3rd Floor, 2281 Tulare Street, Fresno, California, they will consider adoption of the ordinance summarized below.

SUMMARY OF PROPOSED ORDINANCE

This Ordinance amends Section 3800-General Services of the Fresno County Master Schedule of Fees, Charges and Recovered Costs, where subsections 3804 and 3809-3813 are revised relating to the recovery of costs of Security, Fleet, and Facility Services provided by the Internal Services Department (ISD) to County departments and other public agencies.

ADOPTED ORDINANCE NO. 19-015

SUMMARY

NOTICE is hereby given that at its regularly scheduled meeting on July 9, 2019, the Fresno County Board of Supervisors adopted Ordinance No. 19-015, an Ordinance of the County of Fresno, State of California. 

SUMMARY OF ORDINANCE

The Ordinance would amend the Fresno County Master Schedule of Fees, Charges and Recovered Costs, by revising subsections 902 through 906, 908 through 917, 919 through 934.1, 938 through 940.2, and 948 through 951 of Section 900-Environmental Health, to adjust various environmental health fees.

Fresno Metropolitan Flood Control District

Notice of Intent to Adopt a Mitigated Negative Declaration

Notice is hereby given that the Fresno Metropolitan Flood Control District (FMFCD) proposes to issue a Mitigated Negative Declaration for the following project:

Acquisition and Construction of Basin “AV” (Fig Ave & Central Ave)

The proposed location for Basin “AV” is north of Central Avenue and south of North Avenue between Fig and Elm Avenues. The stormwater basin is proposed to be located on the south half of APN 329-030-19. Drainage Area and Basin “AV” are within the City of Fresno sphere of influence. The Drainage Area is an irregular shape mostly within the boundaries of the alignments Central Avenue, Fig Avenue, Annandale Avenue, and Cherry Avenue.  

This project is for the acquisition and construction of a stormwater basin. The proposed project includes acquiring 19.55 acres of APN 329-030-19 to develop a stormwater basin and the construction of the pipeline system and stormwater features throughout the drainage area. Basin “AV” will serve an approximately 798 acre drainage area and include a 19.55 acre basin site. The basin site will be developed by excavating 61,000 cubic yards of dirt and constructing a perimeter fence, a pump station, and four outfall structures. Full construction of the stormwater basin can take up to 10 to 20 years.

The proposed Mitigated Negative Declaration is based upon the finding that the project will not have a significant effect upon the environment. The reasons to support such a finding are documented in an Initial Study prepared by FMFCD. Copies of the Initial Study and all documents referenced therein may be reviewed at FMFCD, 5469 E. Olive Ave., Fresno, CA or http://www.fresnofloodcontrol.org.

Any interested person may submit written comments on the proposed Mitigated Negative Declaration and/or Initial Study. Said comments will be reviewed by the FMFCD in considering the adoption of a final Mitigated Negative Declaration for the project.
