The Fresno City Council on Thursday approved the issuance of up to $10 million in bonds to acquire and rehabilitate 130 low-income apartments on 8.32 acres at Plaza Mendoza at 1725 Marks Ave., near McKinley Avenue, and up to $8 million in bonds to construct a four-story multifamily residential rental project to replace the Droge building, an old abandoned structure stabilized by metal poles, at the northeast corner of Van Ness Avenue and Inyo Street.
