The California Assembly last week approved a plan to cut state’s correction budget by $1 billion. Under the plan, thousands of inmates being held for nonviolent crimes, many over 60, would be released early.

The first time I laid eyes on a Wal-Mart Supercenter was about three years back while on a road trip to Missouri visiting family. My first thought was ‘This place is massive. Why don’t we have one of these in my neck of the woods?’ and then I thought ‘Here’s this town, Ava, a community with barely more than 3,000 people and somehow that’s enough to support such a huge enterprise.’

It quickly became clear that Wal-Mart was the cornerstone of this little hamlet. Besides a few small restaurants and some dingy specialty shops that had seen busier days, not much else was going on. The only thing vibrant was a steady stream of shoppers descending on this mega-store in the middle of town.
